Purpose of consultancy

  • To contribute to the development of global surveillance standards for data collection and sharing with a focus on digitalization.

Background

  • Surveillance systems in public health serve a wide array of objectives, encompassing disease monitoring, early detection, contact tracing, and epidemiological assessment.
  • This versatility together with other factors has contributed to lack of data integration and harmonization at country, regional, and global levels and poses challenges such as duplicated data collection efforts, parallel reporting, inconsistencies and lack of data quality and detail.
  • Underlying these issues is the absence of standardized terminologies and standards that could integrate or harmonize surveillance systems.
  • Within the strategy of Collaborative Surveillance, the WHO Surveillance Systems Department (WSE/SRV) aims to develop a comprehensive suite of norms and standards for public health surveillance.
  • Our objective is to enhance quality, timeliness, granularity of surveillance systems on one hand and collaboration, interoperability, and synergy between them on the other hand, to generate better insights for better public health decision-making.

Deliverables

  • Deliverable 1: A comprehensive report outlining the commonalities, differences, and gaps within and across 5 selected disease surveillance guidelines.
  • Expected by: July 2024
  • Deliverables 2: Report detailing the adoption and representation of WHO surveillance data standards across commonly used systems and tools for the 5 selected diseases.

Qualifications, Experience, Skills and Languages
Educational Qualifications:
Essential:

  • First level University Degree in Public Health, Epidemiology, or a related field.

Desirable:

  • Advanced degree in data management, data science or related field.

Experience:

  • 5 to 10 years of relevant professional experience in epidemiology, public health surveillance, or any related  field.
  • Experience in conducting indicator-based surveillance.
  • Proven experience in conducting systematic reviews.

  • Experience in setting up surveillance systems.

Skills:

2.) Roster of Consultants – Development of Technical Products and Grant Proposals for Diabetes

Purpose of Consultancy
To provide technical expertise to WHO diabetes team. The consultant will:

  • Contribute to the development of meetings and technical products.
  • Provide technical expertise to Member States in the support of diabetes control programme development.
  • Contribute to formulation and/or implementation of diabetes coverage targets.
  • Draft grant proposals and donor reporting.

Background  

  • The WHO Global Diabetes Compact has the vision of reducing the risk of diabetes and ensuring that all people who are diagnosed with diabetes have access to equitable, comprehensive, affordable, and quality treatment and care. The work undertaken as part of the Compact will also support the prevention of type 2 diabetes from obesity, unhealthy diet, and physical inactivity.
  • The Global Diabetes Compact consists of six workstreams:
    • Access to essential diabetes medicine and associated health technologies.
    • Technical products.
    • Prevention, health promotion and health literacy.
    • Country work.
    • Research and innovation.
    • Governance, strategy, and partnerships
  • Member States have shown support to the prioritize diabetes through the adoption by the 74th session of the World Health Assembly of the resolution entitled ‘Reducing the burden of noncommunicable diseases through strengthening prevention and control of diabetes’ (WHA74.4), including a first ever global coverage targets for diabetes, recently adopted by Member States during May of 2022, at the 75th World Health Assembly (Decision WHA75.11).

The targets endorsed are:

  • 80% of people with diabetes are diagnosed;
  • 80% of people with diagnosed diabetes have good control of glycaemia;
  • 80% of people with diagnosed diabetes have good control of blood pressure;
  • 60% of people with diabetes of 40 years or older receive statins; and
  • 100% of people with type 1 diabetes have access to affordable insulin treatment and blood glucose self-monitoring.
  • This consultancy will contribute to workstream 2, (technical products), workstream 4 (country work) and workstream 6 (Governance, strategy, and partnership).

Deliverables

  • Specific Terms of Reference (TORs) including the exact deliverables, duration of and place of assignment will be shared with the selected candidate at the time of hiring for a specific consultancy.
  • Deliverable 1: Technical products (eg, guidance document, publications, meeting reports):

  • Band Level B: University Degree in the following:  Pharmacology, Epidemiology, Medicine, Public Health, or any related discipline.
  • Band Level C: Advanced university degree in medicine with specific qualification in diabetes-related field including pharmacology, epidemiology, patient education, medicine, public health, health administration or related discipline from a recognized institution.

Experience:
Essential:

  • Band level B:
    • Over 5 years of relevant experience in diabetes and public health.
    • Proven track record for professional delivery of high-quality products.
    • At least three peer-reviewed publications or book chapters in diabetes-related fields.
  • Band level C:
    • Over 10 years of relevant experience in diabetes and public health.

3.) Consultant – Noma and NTDs

Schedule: Part-time
Expected duration of contract: 5 months, 13 May to 19 September 2024

Purpose of Consultancy

  • To guide cross-departmental work on noma between NCD and NTD at WHO HQ, as well as facilitate collaboration with WHO Regional and Country offices and all stakeholders.

Background  

  • Noma, a severe gangrenous disease of the mouth and face, primarily affects malnourished young children (between the ages of 2 and 6 years) in regions of extreme poverty. It starts as an inflammation of the gums, which, if not treated early, spreads quickly to destroy facial tissues and bones. It frequently leads to death, with survivors suffering severe disfigurement. Cases of noma are mostly found in sub-Saharan Africa, although cases have also been reported in the Americas and Asia. There are multiple risk factors associated with this disease, including poor oral hygiene, malnutrition, weakened immune systems, infections, and extreme poverty. Noma isn’t contagious but tends to strike when the body’s defenses are down.
  • On 15 December 2023, following a recommendation of the Strategic and Technical Advisory Group for Neglected Tropical Diseases (STAG-NTD), WHO announced the inclusion of noma into the WHO list of neglected tropical disease (NTDs).
  • Noma is now positioned to align with both the ambitious goals of the Global Oral Health Action Plan (2023-2030), managed by the NCD Department, and the NTD road map 2021-2030, managed by the NTD Department.
  • WHO has been working on noma since the 1990s: technical guidance and field tools have been developed, and a global network and community of practice has been formed.
  • The WHO African Region established the regional noma control programme in 2001 and has made great progress in supporting action against noma in countries reporting cases. The noma step-by-step guide published in 2020 to support priority countries in line with the UHC and SDGs targets lays the foundation of integration within the NTD roadmap and the development of disease-specific guidance and targets.
  • With the inclusion of noma, WHO’s NTD list now includes 21 diseases or groups of diseases. Collective action on NTDs by WHO is driven by the ambitious targets set out in the NTD road map 2021-2030. However, the road map was established prior to noma’s inclusion in the NTD list and additional work is needed to harmonize and integrate noma.

4.) Consultant – Innovation and Research

Purpose of Consultancy

  • The Innovation and Research Unit (INR) under the Data, Strategy and Innovations (DSI) group at WHO Regional Office for the Western Pacific (WPRO) is seeking a consultant to provide technical support for the research and innovation functions of the unit on a part-time basis.

Background  

  • The Data, Strategy and Innovation (DSI) Group was set up in 2019 in the Western Pacific Regional Office (WPRO) with a focus to support Member States to harness the power of data, digital technology, science and innovation; and accelerate health systems transformation and futureproofing towards achieving universal health coverage (UHC).
  • The INR team aims to leverage advances in technology and progress in social innovation to promote health equity in the Western Pacific Region. This goal is achieved by employing various methodologies to enhance the adoption of evidence-based solutions, using sandboxing and experimentation to discover new approaches for problem-solving, and facilitating regional networks to provide resources and expertise to Member States. This support helps in building local capacity for finding innovative solutions to chronic problems.
  • In 2023, the Regional Health Innovation Strategy for the Western Pacific was endorsed at the 74th session of the Regional Committee Meeting. Starting this year, a series of activities have been planned to implement the Strategy in key areas of action, including strengthening governance and financing, developing innovation capacity, and evaluation of health innovation. Activities included in this Terms of Reference are intended to support countries in developing project-based innovation capacity.

Deliverables

  • Output 1: Engage stakeholders, identify entry points for an innovation sand box in selected Member States.
  • Deliverable 1.1: Stakeholder engagement completed with at least 1 Member State to raise awareness on the principles of innovation sandbox.

5.) Consultant – Technical Guidance on Health Equity for Persons with Disabilities

Location: Nigeria
Schedule: Part-time

Purpose of Consultancy

  • To provide technical guidance to WHO and Member States in advancing health equity for persons with disabilities, including providing guidance on advocacy activities.

Background  

  • In December 2022, the WHO Global Report on Health Equity for Persons with Disabilities was published.
  • This report came at the direct request of Member States through WHA resolution 74.8 on the highest attainable standard of health for persons with disabilities. This resolution requested WHO to produce a report on the highest attainable standard of health for persons with disabilities, which included updated WHO Global estimates on disability prevalence, as well as recommendations for strengthening health systems to better include persons with disabilities.
  • The Global Report outlines a range of actions that Member States can take to address health inequities, building on the existing health system strengthening approach of primary health care. To contribute to the recommendations of the Global Report, WHO is currently developing a range of technical guidance and advocacy materials.

Deliverables

  • Activity 1: Develop and build capacity on communication related impairments for WHO programmes guidance and to contribute to country capacity building:
    • Deliverable 1.1: Develop background research paper on speech and communication related impairments and associated disability.
    • Deliverable 1.2: Research existing tools and develop training toolkit for internal and external audiences on interventions needed to address speech and communication related impairments.

6.) Consultant – Immunization Data Analysis

Purpose of Consultancy

  • To provide technical expertise to the Department of Immunization, Vaccines and Biologicals (IVB), Immunization Analysis and Insights (IAI) Unit to collect, consolidate, validate, manage and analyze immunization data from different sources.

Background  
The WHO IVB IAI Unit is responsible for collecting, harmonizing, managing and disseminating data on immunization. This allows the IAI Unit to fulfill WHO’s mandate to:

  • Monitor immunization programme performance and vaccine preventable diseases surveillance.
  • Track progress towards global and regional immunization indicators.
  • Monitor progress towards the Immunization-related Sustainable Development Goals (SDGs).
  • Guide global and regional immunization strategies.

Deliverables

  • Perform data collection cleaning, and preprocessing:
    • Review, validate and analyze collected data.
    • Establish automatized data cleaning and review processes.
  • Build and maintain data pipelines, develop and implement data models and algorithms.
  • Develop detailed documentation of data flows and data processing, including metadata.
  • Perform data analysis for global meetings working groups reports as follows:
    • Contribute to the analyses and the refinement/development of indicators for the global and regional IA2030 M&E frameworks.
    • Provide analysis for inputs to global immunization related reports and publications, WHO’s Strategic Advisory Group of Experts on Immunization (SAGE) meetings, WHO’s Executive Board and the World Health Assembly.
  • Produce data visuals using various tools, including WHO corporate ones and contribute to the dissemination of the data and analyses performed.
  • Deliverable 1: Automatized ingestion of data sets in WIISE Mart, including data modeling and pipeline creation.
  • Deliverable 2: Developed views using SQL language to expose the data for its dissemination in various repositories through API connections.
  • Deliverable 3: Produce data analyses for IVB global meetings, working groups and reports.

    • Provide analysis for inputs to global immunization related reports and publications, WHO’s Strategic Advisory Group of Experts on Immunization (SAGE) meetings, WHO’s Executive Board and the World Health Assembly.
  • Produce data visuals using various tools, including WHO corporate ones and contribute to the dissemination of the data and analyses performed.
  • Deliverable 1: Automatized ingestion of data sets in WIISE Mart, including data modeling and pipeline creation.
  • Deliverable 2: Developed views using SQL language to expose the data for its dissemination in various repositories through API connections.
  • Deliverable 3: Produce data analyses for IVB global meetings, working groups and reports.
  • Deliverable 4: Produce data visuals, graphs and maps.
  • Deliverable 5: Provide detailed documentation of all processes for the management and visualization of immunization data.

Educational Qualifications
Essential:

  • First-level University Degree in Health or Data Sciences, Statistics, Epidemiology, or another related field.

Desirable:

  • Training/certification in emergency response and quality improvement/ quality assurance processes EMT Mentor training.
  • Rapid response training such as EMT, UNDAC, or INSARAG.
  • Completion of the WHO EMT Mentor training or have completed similar training in mentorship application.

Experience:
Essential:

  • At least 2 years of professional experience in data management, data mining, analysis and data visualization.

Desirable:

  • Experience of WHO operations from within the organization and/or as a partner.
  • Experience working with XMart.

Skills:

  • Proven expertise in data analysis.
  • Demonstrated effective working relations with multi-disciplinary and multicultural teams.
  • Excellent command in SQL language, Power BI or other visualisation tool, and statistical software (i.e. “R”).
  • Knowledge of vaccine-preventable diseases and immunization information systems.
  • Languages required:

  • Expert knowledge of English.

8.) Infodemic Management Consultant

Location: Abuja
Schedule: Full-time
Contractual Arrangement: External consultant
Contract Duration (Years, Months, Days): 6 Months

Objectives of the Role

  • Based on the identified trends, the deployment of a infodemic management consultant is required to support the World Health Organization in Nigeria and its partners to strengthen the infodemic management mechanisms, enhance coordination between infodemic and RCCE partners, strengthen capacity and provide high-quality and timely technical support.

Key responsibilities
Under the overall supervision of the EPR team lead, and with close collaboration with the AIRA Country Support Lead, the infodemic management consultant shall undertake the following tasks:

  • Lead an information ecosystem analysis, with contributions from partners
  • Map out the existing coordination mechanisms, and mobilize partners to adapt them to current infodemic needs
  • Help draft strategic documents, SOPs, tools to support an efficient workflow between IM stakeholders
  • Establish a community-based, mass and social media surveillance on discussions around perceptions, vaccines and issues around health emergency and non-emergency topics.
  • Monitor and analyze the discourse on key health topics, including vaccinations in the country from online and offline sources.
  • Prepare routine infodemic analysis reports, with key recommendations.
  • Contribute to research activities linked to infodemic and RCCE
  • Build a dissemination network including linkage with media influencers (Guild of Professional Bloggers of Nigeria (GPBN), Borno Social Media Forum, Nigerian Union of Journalists, institutional WhatsApp groups, Instagram groups, Facebook etc) to amplify content developed to counter the infodemic
  • Ensure infodemic management activities and lessons learned are well documented
  • Contribute to reporting duties for the WHO Nigeria Country office and AFRO WHO regional office.
  • Attend any other requests from the supervisor related to risk communication and community engagement

Reporting lines:

  • The Infodemic Management Consultant will report to the EPR Cluster Lead in WHO Nigeria Country Office while closely liaising with the Africa Infodemic Response Alliance team as well the Nigeria Federal Ministry of Health, NCDC and NPHCDA.

Education qualifications

  • Advanced University Degree in Communication, Public Health, Health Sciences or a related field an accredited/recognized institute.

Essential qualifications:

  • At least five years of experience in public health communication, risk communication, social behavior change or any related field.
  • Experience in an emergency response including risk communication, community engagement and infodemics is a strong plus.
  • Demonstrated experience in multistakeholder coordination
  • Demonstrated experience in designing and delivering training sessions, especially in infodemic management
  • Excellent English writing and editing skills, knowledge of another Nigerian national language is a plus
