1.) Regional Communications Associate, Africa

Primary Roles and Responsibilities

  • The Regional Communications and Engagement Associate will be a key in-region member of the Palladium UK PACT team supporting the development and roll-out of a communication strategy focused on increasing awareness, impact and influence of the programme.

Reporting Lines:

  • The position reports to the Africa Regional Lead in close coordination with the Communications & Knowledge Manager.

Responsibilities 
Specifically, the Regional Communications and Engagement Associate will:

  • Support communications strategies designed to reach specific categories of local stakeholders through a mix of relevant communications, media and language channels, including translating copy into local languages
  • Contribute to the development of UK PACT communications, knowledge products, and strategies to promote the programme and enhance the brand within the Kenya, Nigeria and South Africa region
  • Lead on the maintenance and development of the Kenya, Nigeria and South Africa CRM contacts database and ensure that the respective country programme website pages are up to date and periodically reviewed
  • Support the development of strong and engaging digital products that effectively convey messaging about the programme on the UK PACT website and other channels in coordination with country teams, teams at Post, and relevant implementing partners
  • Create, plan, and measure effective email communications campaigns targeting UK PACT stakeholders in Kenya, Nigeria and South Africa using CRM to segment and improve the quality of existing contacts data in line with data protection requirements
  • Provide support to country teams with communications queries and assist with the coordination of external communications
  • Coordinate in-person and online meetings with UK PACT internal and external stakeholders;
  • Support the central UK PACT Communications team in general programme communications administration, including the preparation of quarterly and annual progress reports and stakeholder engagement reports
  • Provide communications support for market engagement events and country calls for proposals and other relevant grant processes, ensuring clear messaging and alignment with regional strategies to engage potential grantees and stakeholders effectively
  • Lead the implementation of region-specific communications initiatives, and actively engage in brainstorming and developing new initiatives that align with these strategic goals
  • Perform any other duties as reasonably required by the Communications and Knowledge Manager in coordination with the relevant Africa Lead

Key Competencies and Professional Expertise / Competencies Preferred

  • Knowledge and experience of CRM systems (HubSpot preferred)
  • Knowledge and experience in website content management
  • Excellent writing and verbal communication skills (in English)
  • Experience supporting communication campaigns, including content creation
  • Experience supporting international programmes with related admin and reporting tasks
  • Comfortable working with a variety of stakeholders
  • Willing and able to be on calls outside of regular working hours to accommodate time zone differences
  • Strong interest and (desirable) experience in working on climate change solutions such as renewable energy, sustainable mobility, nature-based solutions, climate legislation, and climate finance
  • Desirable: Experience working with embassies and/or civil servants
  • Desirable: Experience working with the press in at least one country relevant to UK PACT.

 

2. Senior Public Health Surveillance Advisor

Purpose of Position 

  • We are seeking a Public Health Surveillance Advisor responsible for providing technical Leadership and expertise in implementing global health security activities within the project.
  • He/She will lead the routine disease surveillance and provide clinical expert support for the information systems currently supported by USAID, aligning with the national HIV surveillance guidelines.
  • He/She will lead technical assistance to the Nigeria Centers for Disease Control (NCDC), Ministry of Health (FMOH), NASCP, NACA, and implementing partners in the design, implementation, and strengthening of routine disease surveillance and information systems to align with the national disease surveillance plan.

Primary Duties and Responsibilities

  • Technical leadership and accountability on implementing global health security, COVID-19, and HIV surveillance activities across the project.
  • Technical leadership in developing an evaluation framework to guide analysis and triangulation of existing evaluation, research, and surveillance data (electronic or otherwise) to inform disease control efforts and better implement surveillance activities across the USAID-supported states.
  • Led the development of journal review articles for publication in peer-reviewed journals as mandated by USAID.
  • Lead the development of required umbrella protocols Data.FI project and provide feedback to all implementing partners with individual data systems on the appropriate collection of high-quality data for monitoring the HIV/AIDS epidemic.
  • Provide technical support to set up the system for clinical review and approval of information systems supported by Data.FI Nigeria.
  • Provide technical leadership to the COVID-19 technical teams at the national and state levels for efficient and effective implementation of the workplan.
  • Lead technical leadership to develop and implement methods and systems for acquiring, compiling, synthesizing, extracting, and reporting data within the implementation area.
  • Provide critical analysis and thinking, advice, and recommendations on issues based on accepted scientific understanding of infectious and emerging diseases in a global context.
  • Use qualitative and quantitative methods when conducting research, planning, and programming information to develop health policy.
  • Collaborate with government agencies and other global health partners to assist in developing possible solutions for health interventions.
  • Evaluate data collection, quality control, and data utilization methods used to study epidemiological problems and issues.
  • Develop and disseminate technical reports on disease surveillance in areas of support across the Data.FI project implementation.
  • Lead capacity-building activities at National and State levels through training and systems support in surveillance, epidemiology, and monitoring and evaluation.
  • Represent Data.FI in National technical working groups, meetings with partners, and other stakeholders.
  • Other duties assigned by the project and local USAID mission.

Required Qualifications

  • A Master’s Degree in Public Health, Epidemiology, or related field.
  • At least 5 years of progressive public health experience and/or research experience within the HIV/AIDS program.
  • Demonstrate a detailed understanding of Nigeria’s Health ecosystem.
  • Demonstrate knowledge of epidemiology, statistical analysis, and public health relevant to the HIV and TB epidemic
  • Demonstrate experience managing research/evaluation projects and resources.
  • Demonstrate innovative methods to manage aggregate and individual-level data to inform epidemic response.
  • Demonstrate experience in managing large datasets from program/survey/surveillance data.
  • Expertise in MIS Office and statistical analysis software such as SAS, STATA, or SPSS
  • At least 3 first-author publications in peer-reviewed journals.

 

3. Regional Health Lead

Project Overview and Role

  • We are seeking country-based Regional Health Leads for the anticipated FCDO-funded Ending Preventable Deaths (EPD) Support Programme, which is expected to be a three-year programme with a budget of £7m. The roles are contingent on Palladium’s successful bid for the programme. Only shortlisted candidates will be contacted.
  • The EPD Support Programme will support FCDO central and country teams to contribute to ending the preventable deaths of mothers, babies, and children by 2030 by strengthening health systems, improving human rights, and enabling healthier environments in 11 flagship countries and several countries in protracted crises. The support to FCDO central and country teams will come in the form of long-term and short-term technical assistance (TA) through local and international consultants.
  • The direct objective of the TA is to support FCDO country teams to influence the policy, legal, and strategic environments needed to make progress on EPD in tandem with the efforts of centrally managed and bilateral country programmes. The exact nature of the TA requested in each country will be informed by the bottlenecks and opportunities FCDO identifies in consultation with national governments and local partners.
  • The 11 flagship countries are Bangladesh, DRC, Ethiopia, Kenya, Malawi, Nepal, Nigeria, Pakistan, Sierra Leone, Somalia, and South Sudan. The 4 countries in protracted crises are Afghanistan, Iraq, Syria, and Yemen.

Primary Duties and Responsibilities

  • The leads will be based in their respective regional countries. The programme is expected to commence from September 2024.
  • Regional Health Leads will oversee the day-to-day implementation of TAs in their specific geographic region, including providing strategic direction to the programme.
  • S/he will oversee TA assignments within their region, including (1) managing TA providers; (2) engaging with FCDO posts; (3) providing quality assurance (QA) of TA assignments and; (4) tracking and reporting progress.

The Regional Health Leads will:

  • Develop and implement strategic plans for their assigned geographic.
  • Provide leadership and guidance to TA providers, ensuring alignment with TA objectives.
  • Foster productive relationships with ministries of health, local partners, donors, and other stakeholders to facilitate collaboration and garner support for programme initiatives.
  • Oversee the deployment of TA resources within the region.
  • Conduct rigorous QA processes to ensure the quality and relevance of TA interventions and outputs, conducting regular reviews and providing feedback to consultants and teams as necessary.
  • Support the core team to monitor, evaluate, learn and share knowledge of programme progress and impact from their region.
  • Identify potential risks and challenges to programme implementation within the region and develop mitigation strategies.
  • Ensure compliance with programme guidelines, protocols, and ethical standards in all activities undertaken within the region.

Required Qualifications

  • Subject matter expertise in health systems strengthening, with documented contributions to EPD programming.
  • Proven experience and expertise in building and maintaining strong relationships with government partners, particularly ministries of health.
  • Direct experience overseeing and delivering programmes for donors, with strong preference for previous FCDO experience.
  • Demonstrated success in managing international teams to achieve results, including oversight and QA of TA consultants’ work, with exceptional attention to detail.
  • Strong managerial skills, with the ability to monitor, track, and report on project progress.
  • Familiarity with national and international health policies, regulations, and legal frameworks relevant to maternal, child, and newborn health.
  • Capacity to think strategically and develop innovative approaches to address complex health system challenges in the assigned region.
  • Clear analytical skills and the ability to quality assure documentation.
  • Proficiency in written and verbal English, and for Central & West Africa Lead – French.
