We are recruiting to fill the following positions below:

1) Short-Term Staff – Team Assistant (Abuja)

The Complex

  • The Vice-Presidency for Regional Development, Integration, and Business Delivery (RDVP) is responsible for the operational relevance, efficiency, and effectiveness of the Bank Group’s operational programs and activities.
  • RDVP ensures that the Bank operates successfully across its Regional Member Countries and oversees the full implementation of all aspects of the Regional Development, Integration, and Business Delivery Hubs: Central Africa, East Africa, North Africa, Southern Africa, and West Africa, in addition to the Nigeria Country Department, which has the profile of a Regional Business Delivery Hub.

The Hiring Department

  • The Nigeria Country Department (RDNG) of the African Development Bank has been established to strengthen policy dialogue between the Bank and the Government and other stakeholders; improve the performance of the project portfolio and aid coordination with other development partners.
  • RDNG invites applications from suitably qualified candidates to fill the vacant Team Assistants positions (2).
  • These positions are based in Abuja, Nigeria, and do not attract international terms and conditions.

Key Functions
Under the overall administrative authority of the Director General for the Nigeria Country Department (RDNG) and the day-to-day direct supervision of the Administrative and Finance Officer the main responsibilities of the Team Assistants will be:
Team Assistant 1:

  • Provide administrative support, including preparation of administrative and budget forms, minute-taking, and processing requests in SAP.
  • Process mission documents in SAP CONCUR including travel requests, per Diems, tickets, and claims for staff and consultants.
  • Be conversant with the Dacon application and assist with data entry in SAP relating to the procurement/hiring of consultants.
  • Internal and External Meetings: Handle meeting logistics and requirements such as room allocations, hotel reservations; refreshments; participants’ reception/registration, etc., and notify other relevant colleagues.
  • Store Management: Periodic stock requisition of office supplies and proper management of the office stores in line with provided guidelines.
  • Initiate and process payments related to the procurement of goods and services via the Bank’s payment system i.e., SAP MM (Purchase Requisitions, Service Entry Sheet, Goods Received Notes), and receive, scan, and submit in the Bill Tracking System (BTS) all financial documents for payment processing and maintain proper filing management system.
  • Assist in managing and monitoring service providers’ contracts.
  • Maintained office interest and submitted monthly reconciliation reports for petty cash in SAP.
  • Back up for the Executive Assistant to the Director-General in case of absence from office
  • All other administrative duties as assigned by the Supervisor.

Team Assistant 2:

  • Correspondences: (i) Draft, type, and dispatch memoranda, acknowledgment letters, and responses to correspondence, and follow-up with relevant staff members (ii) Prepare letters for dispatch that is, scanning, photocopying, binding bulk documents, addressing, and filing and distribution of mail and documents within the office with the proper filing system.
  • Record Keeping: Track incoming physical correspondence, digitize, and process these through the existing Bank systems.
  • Vehicle Fleet Management: Manage and Assign office vehicle fleet for official use; ensure effective log management practice and vehicle maintenance (servicing & fuel) routine.
  • Institutional Procurement: Prepare and process procurement documents, and requisition of office supplies in line with the Bank’s procurement guidelines.
  • Assist in managing and monitoring service providers’ contracts.
  • Coordinate travel (flight booking) and accommodation arrangements for Bank Senior Management, Staff, and Consultants missions through the Bank’s system.
  • Provide required logistic support at the workshop venue; materials; payments to participants and reconciliation of accounts etc.
  • Internal and External Meetings: Handle meeting logistics and requirements such as room allocations, hotel reservations; refreshments; participants reception/registration, etc. and notify other relevant colleagues.
  • Back up for the Executive Assistant to the Director-General in case of absence from office
  • All other administrative duties as assigned by the Supervisor.

Competencies (Skills, Experience, and Knowledge)

  • At least a Bachelor’s Degree in Business Administration, Accountancy, or Finance combined with professional qualification of at least  ICAN Foundation level.
  • A minimum of four (4) years experience in Administrative and Financial Accounting, as well as the full range of office support work, with a high level of sustained performance. Work experience in a similar post in a multilateral international organization will be considered an advantage.
  • Competence in using Bank standard software (Word, Excel, PowerPoint, Microsoft Office Suite (Office 365), MS Teams). Knowledge of SAP modules is an added advantage.
  • A high degree of motivation, initiative, flexibility, and reliability with a willingness to do what is required to deliver, including providing back-up administrative support.
  • Strong written and verbal communication skills in English.
  • Good filing and organizational skills

  • Filter and direct incoming visitors, correspondence, emails, and telephone calls, highlighting urgent and priority matters requiring the Director-General’s attention.
  • Implement and maintain a tracking system for all incoming letters to the organization.
  • Follow up with staff to guarantee timely action on all assigned correspondence.
  • Generate and distribute regular reports on the status of incoming and pending correspondence.
  • Develop strategies to improve response times and correspondence management processes.
  • Serve as the main point of contact for inquiries regarding the status of letters and responses.
  • Assist in maintaining the calendar and managing the smooth running of the Director-General’s office and commitments, in particular the organization of conferences, meetings, and other official events.
  • Ensure that the Director-General is prepared for meetings and commitments with relevant background materials.

  • Coordinate travel and accommodation arrangements and produce a folder with a diary and background documents for missions.

  • All other secretarial and administrative duties as required by the Director-General.

Competencies (Skills, Experience, and Knowledge)

  • A minimum of a Bachelor’s Degree in Business or Public Administration, preferably supplemented with courses in Secretarial Duties, and Training / Administration / Office Management.
  • Have a minimum of 4 years of relevant practical experience acquired in a similar environment.
  • Experience in international organizations will be an advantage.
  • Excellent organizational and administrative skills.
  • Strong client service skills orientation, ability to perform multiple tasks, attention to detail, and ability to work in a diverse and multicultural environment.
  • Proficiency in database management and office software.
  • Strong typing skills, excellent sense of initiative, confidentiality, enthusiasm, and team spirit.
  • Knowledge of rules and procedures or experience in working with elected officers.

3) Information Assistant

The Complex

The Hiring Department

  • RDNG invites applications from suitably qualified candidates to fill in the vacant position of Information Assistant.

Key Functions
Under the overall administrative authority of the Director-General for the Nigeria Country Department (RDNG) and the day-to-day direct supervision of the Chief Operations Officer on all substantive and professional matters; the main responsibilities of the Information Assistant will be:

  • Organizing Documents – Collate all the important documents from both Operations and Administrative Staff to be archived in the Bank’s eDocument management platforms.
  • E-filing – Upload the documents onto the Bank’s eDocument management platforms such as Sankofa, using the set procedures for categorization, indexing, and metadata.
  • Scanning Physical Documents – Scan existing physical documents that need to be retained according to the Bank’s Records Management policy and store these digitized documents in the Bank’s eDocument Management Systems.
  • Correspondence Management – Track incoming physical correspondence, digitize, and process these through the existing Bank systems.
  • Record keeping – detailed records of important physical documents and their location within the Bank premises.
  • Cataloguing – Develop a cataloging system for physical documents and publications for ease of reference.
  • Support the operations team with the retrieval and compilation of data from the Client Connection platform.
  • Reporting – Provide reports on projects’ implementation in collaboration with the Communication Consultant/Officer, activities, issues, meetings, etc.
  • Information Centre Management – effective and efficient day-to-day management of the information center
  • Supports Brand management of RDNG’s knowledge products and event management conceptualization and execution.
  • Routinely work with editors, photographers, videographers, and printers to develop RDNG brand collaterals whilst ensuring that brand identity guidelines are adhered to.
  • Draft social media messages, develop quote cards, infographics, etc., promote and monitor live streaming on social media platforms of events organized or co-organized by the Bank,
  • Work with the Communications Department and Economics Complex to source information, publications, brochures, and other publications for display at the Information Centre.
  • Set up and manage exhibition booths at events organized and co-organized by the Bank.
  • Assist and support the Communications Officer in drafting, editing, and proofreading materials to be posted on the website of the Nigeria Country Department.
  • Assist with social media campaigns (e.g., Twitter and Facebook posts)
  • Perform any other duties reasonably requested by the Supervisor.

Competencies (Skills, Experience, and Knowledge)

  • Hold a minimum of a Bachelor’s Degree in Information Science, Library Science, Data Science, or an equivalent Degree in a closely related field.
  • Have a minimum of 4 years of relevant experience in similar assignments.
  • Competence and experience in electronic document management systems
  • Competence in the use of Bank standard software (Word, Excel, PowerPoint, Microsoft Office Suite (Office 365), MS Teams, OneDrive, and SharePoint).  Knowledge of SAP modules is an added advantage.
  • A good understanding of Cloud systems and Collaboration services.
  • Proficient written and verbal communication skills in English to draft correspondence on a range of topics and ensure the quality of documents.
  • Experience in international organizations will be an added advantage.

4) Principal Social Safeguards & Compliance Officer

The Complex

  • The Senior Vice-Presidency (SNVP) is responsible for supporting the President in the day-to-day management of the Bank Group to achieve its strategic objective and drive performance culture that will align all processes and systems to deliver high impact results.
  • The SNVP will provide effective leadership and exceptional coordination to ensure implementation and monitoring of key corporate decisions as well as the identification of necessary corrective measures and actions.
  • The SNVP leads senior management discussions, decision-making processes and the implementation of Board and Management key decisions. ​

The Hiring Department

  • Located within the SVNP Complex, the E&S Safeguards and Compliance Department (SNSC) is responsible for mainstreaming environmental and social development considerations into Bank-financed operations in the public and private sectors through the implementation of the Integrated Safeguard System (ISS).
  • The Safeguards and Compliance Department’s mission is to ensure proper application of the Integrated Safeguards System (ISS) and its associated procedures, guidelines, and tools, to enhance environmental and social sustainability into the Bank’s operations.
  • The Department’s main tasks is to improve the quality-at-entry (QAE) of Bank operations, including Country Strategy Papers and project-specific interventions (projects, ESW, etc.) as well as providing implementation support to borrowers, with a particular emphasis on enhancing developmental effectiveness through application of environmental and social safeguards requirements and procedures at the various stages of the project cycles.

The Position

  • The Principal Social Safeguards & Compliance Officer works under the supervision and overall direction of the Director of the Department of Environmental and Social Safeguards and Compliance (SNSC).

Key Functions
The Principal Social Safeguards & Compliance Officer’s core duties/responsibilities will include the following:

  • Mainstreaming of social aspects in operations, including safeguards, gender, and social inclusion.
  • As task team member, he/she will provide support to Task Managers and Borrowers/Clients in identifying, mainstreaming, and monitoring social development and safeguard aspects/concerns in Bank-funded operations during the identification, preparation, appraisal, implementation, and completion stages (throughout project lifecycle) through the following:
  • Provide E&S support to the Bank-funded projects and programmes, for both private and public sectors.
  • Address social issues in various Bank operations during the identification, preparation, appraisal, implementation, and project completion stages.
  • Assist Borrowers/Clients for the finalization of the Terms of Reference (ToRs) for the preparation of Environmental and Social Assessment (ESA) documentation (SESA, ESIA, ESMS, RAP, ES Audit, Social assessment) to ensure compliance with the ISS.
  • Review the ESA documentation submitted by the Borrowers/Clients as of the ISS and other Bank policies’ requirements.
  • Draft the technical inputs of the E&S sections in Project Concept Notes (PCNs), Project Appraisal Reports (PARs), Project Completion Reports (PCRs) and any other project related report as required.
  • Draft and/or ameliorate reporting templates for use in implementing and monitoring social aspects and components of projects and programs.
  • Contribute to the preparation of management responses to reports issued by the Bank independent accountability mechanism, and similar reports.
  • Liaise with co-financiers to ensure consistency in the mainstreaming of environmental safeguard requirements.

Policy and Compliance with E&S Requirements:

  • Participate in the formulation, review, and/or revision of the Bank’s environmental and social safeguard policies, procedures, and guidelines.
  • Provide policy guidance to Bank teams on social safeguard issues to enhance their awareness and the capacity of the projects and programs to comply with the ISS.

Capacity Building and Knowledge Management:

  • Contribute to the development and implementation of capacity building and training programs for staff within the Bank and in RMCs.
  • Participate in, contribute, and represent the Bank in internal and external training and conferences on social safeguards and social development issues as well as other activities for advocacy, dissemination, and knowledge building.
  • Develop and/or contribute to the development of innovative knowledge products on social sustainability, social safeguards and/or the E&S performance of Bank financed projects and programmes.
  • Undertake any other task as the Director of the Environment and Social Safeguards and Compliance Department and/or the Regional Director General.

Competencies (Skills, Experience, and Knowledge)

  • Hold at least a Master’s Degree in Social Sciences (Sociology, Anthropology, Geography, Economy, Law) and additional training in environmental assessment.
  • Have a minimum of six (6) years of relevant professional experience in Environmental and Social Assessment (ESA), namely in preparing and implementing the ESA instruments (SESA, ESIA, ESMS, RAP, ES Audit, Social assessment).
  • Demonstrable knowledge and practice of the environmental and social safeguards policies/standards, procedures, and practices of comparator Multilateral Development Banks (MDBs) supporting the Regional Member Countries.
  • Experience with international organizations or Multilateral Development Banks (MDBs) in Africa is an advantage.
  • Results-oriented, team player, a meticulous analyst with an eye for detail, persuasive communicator, and excellent writer.
  • Demonstrated ability to work effectively in a multicultural environment and to develop effective working relationships with clients and colleagues.
  • Have a good knowledge of the environmental and social issues facing Regional Member Countries (RMCs).
  • Be able to communicate effectively (written and oral) in French or English, preferably with a good working knowledge of the other language.
